DICT Brings Free Wi-Fi Access to Remote Palawan Communities, Expands Digital Inclusion Drive

The Department of Information and Communications Technology (DICT) has expanded its free internet program to remote island communities in Palawan, providing underserved areas with greater access to digital services, education, healthcare, and economic opportunities.

The DICT activated 621 free Wi-Fi hotspots in 207 public schools across Palawan as part of its broader effort to bridge the digital divide. The connectivity rollout served as the centerpiece of the DICT MIMAROPA Regional Office’s Digital Bayanihan Caravan, which also included the distribution of computers and tablets, digital skills training, and the launch of a technology roadmap for the province.

The initiative supports President Ferdinand Marcos Jr.’s directive to accelerate digital inclusion, particularly in geographically isolated and disadvantaged areas where reliable internet access remains limited.

Representing DICT Secretary Henry Aguda, Undersecretary Faye Condez-de Sagon said the department remains committed to ensuring that no Filipino community is left behind in the country’s digital transformation.

She said the DICT has spent more than a year expanding internet connectivity to remote islands and underserved communities, emphasizing that the agency will continue efforts to bring digital access to even the country’s farthest villages.

The department said improved connectivity will allow more communities to access online education, government services, healthcare platforms, and livelihood opportunities.

As part of the caravan, 10 public schools received 100 computer sets through the Gadgets for Good Program in partnership with Concentrix. Meanwhile, 87 barangay health centers were provided with tablets equipped with mWell teleconsultation and Health Pass access to help residents connect with healthcare services.

Officials also launched the Palawan ICT Roadmap, which outlines the province’s long-term technology development plans.

The program also highlighted the role of digital skills in creating new livelihood opportunities. Nineteen scholars completed the DICT’s SPARK social media marketing course, with five graduates generating a combined ₱354,600 in online sales after applying the business skills gained from the training.

“These accomplishments belong not only to the DICT, but to all our partners,” DICT MIMAROPA Regional Director Emmy Lou Delfin said.

The initiative builds on Republic Act No. 10929, or the Free Internet Access in Public Places Act, which mandates the expansion of free internet services in schools, health facilities, and other public spaces, particularly in geographically isolated areas.

Despite continued government investments, internet accessibility remains a challenge for many Filipino households. World Bank data showed that only 28% of households had fixed broadband subscriptions as of 2023, highlighting the need to further expand connectivity beyond urban centers.
