Southern Leyte Declared Peaceful After Long Insurgency

Southern Leyte has officially been placed under a Stable Internal Peace and Security Condition (SIPSC), marking a major milestone in the province’s long-running efforts to overcome insurgency and strengthen local development.

The declaration was formalized through the signing of a Memorandum of Understanding during a ceremony held at the provincial gymnasium in Maasin.

Leading the event were Governor Damian Mercado, Major General Peter Burgonio, commander of the 8th Infantry Division, and Brigadier General Pompeyo Jason Almagro, commander of the 802nd Infantry Brigade.

The recognition was backed by Sangguniang Panlalawigan Resolution No. 396, Series of 2026, affirming that the province has achieved a stable peace and security environment following years of anti-insurgency efforts.

Mercado said the improved peace and order situation is expected to encourage economic growth, particularly in tourism and investments.

He noted that a peaceful environment helps build confidence among investors and visitors, adding that Southern Leyte’s tourism sector could further expand under stable conditions. The governor also thanked the Philippine Army and other security forces for their role in maintaining peace across the province.

Southern Leyte was previously considered an insurgency-affected area in the early 2000s, but officials said sustained cooperation among local governments, security forces, and communities helped restore stability throughout the province.

Meanwhile, Department of the Interior and Local Government Provincial Director Danilo Laguitan said the agency would intensify training programs for barangay tanods and Civilian Active Auxiliary members to help sustain peace and order at the grassroots level.

The 8th Infantry Division also credited local government units and residents for supporting efforts to counter insurgency and preserve peace in the region.

In his message during the ceremony, Burgonio described the declaration as a symbol of unity among the government, security sector, and the public in pursuing long-term peace and development.

He also honored the sacrifices of soldiers, law enforcement personnel, and civilians who contributed to anti-insurgency efforts in the area.

The military said the 8th Infantry Division continues to coordinate with local government units for similar SIPSC declarations in remaining areas of Leyte, Eastern Samar, Samar, and Northern Samar.
