The Philippine National Police (PNP) arrested the Rank 2 Most Wanted Person of Can-avid, Eastern Samar during a coordinated operation in Mandaluyong City on June 15, 2026.
The 47-year-old suspect was located inside a commercial establishment in Barangay Highway Hills through joint operations of police units from the National Capital Region and Eastern Samar. Authorities served multiple warrants of arrest issued by the Regional Trial Court in Dolores, Eastern Samar.
Court records showed the warrants issued on April 21, 2026 stemmed from charges of rape and violations of Republic Act No. 9262 or the Anti-Violence Against Women and Their Children Act of 2004. No bail was recommended for the rape case, while bail was set for the other charges.
After his arrest, the suspect was informed of the charges and his constitutional rights, and underwent a medical examination before being turned over to custodial authorities pending transfer to Eastern Samar.
PNP Chief Police General Jose Melencio C. Nartatez Jr. praised the operating units for the successful arrest, stressing the importance of coordination in law enforcement operations.
“Ang bawat warrant of arrest na maayos nating naipatutupad ay mahalagang hakbang upang mabigyan ng pagkakataon ang ating mga korte na mapakinggan at maresolba ang mga kaso,” Nartatez said.
“Hindi natin hahayaang maging hadlang ang layo o paglipat ng lugar upang maiwasan ang pananagutan sa ilalim ng batas,” he added.
He also emphasized sustained inter-unit coordination in tracking fugitives nationwide while respecting due process and constitutional rights.
“This operation demonstrates how coordination among police units can produce meaningful results,” Nartatez said. “We will continue to work closely with our partners across the country to ensure that persons facing criminal charges are located and presented before the proper judicial authorities.”
The operation is part of the PNP’s Enhanced Managing Police Operations program aimed at improving coordination, operational efficiency, and enforcement of court processes nationwide.
