Marcos Convenes Cabinet Briefing On Habagat, Directs Response In Flood-Hit Areas

President Ferdinand R. Marcos Jr. convened a situation briefing with Cabinet officials at Malacañang Palace on Monday morning to assess the impact of the enhanced southwest monsoon (Habagat) and direct immediate government response and relief efforts.

Present at the meeting were Executive Secretary Ralph G. Recto, Department of Social Welfare and Development Secretary Rex Gatchalian, Department of the Interior and Local Government Secretary Jonvic Remulla and Department of Public Works and Highways Secretary Vince Dizon, alongside other key Cabinet members.

The briefing focused on evaluating the latest conditions in flood-stricken communities following severe weather reports. Heavy rains intensified by the monsoon have triggered widespread flooding across several regions, particularly targeting parts of Luzon and Metro Manila.

The high-level meeting forms part of the administration’s ongoing strategy to track weather developments closely and streamline inter-agency coordination for disaster relief in affected areas.

In an earlier announcement, Malacañang issued Memorandum Circular No. 123 authorizing work-from-home arrangements for government offices and alternative learning modes for public and private schools across Metro Manila and 15 provinces on August 10, 2026.

Executive Secretary Recto signed MC No. 123 by authority of the President following recommendations from the National Disaster Risk Reduction and Management Council. The order covers the National Capital Region as well as Ilocos Sur, La Union, Zambales, Bataan, Rizal, Cavite, Batangas, Occidental Mindoro, Benguet, Pangasinan, Abra, Tarlac, Pampanga, Oriental Mindoro, and Bulacan.
