QC Opens Applications for Safe Seal to Curb Human Trafficking

The Quezon City government has opened applications for its Quezon City Stops All Forms of Exploitation (QC SAFE) Seal for accommodation establishments, as part of efforts to prevent human trafficking and protect vulnerable groups.

In a statement, the city said hotels, apartelles, inns, and similar lodging businesses are encouraged to apply for the certification, which recognizes compliance with strict safety and protection standards.

Participating establishments are required to implement key safeguards, including staff training to identify and respond to signs of exploitation, stricter check-in procedures—particularly for minors—visible child protection policies, and the designation of a safeguarding officer.

City officials said the seal serves as a mark of trust, assuring guests that establishments prioritize safety and actively support efforts to prevent human trafficking and abuse.

“We count on our accommodation establishments as a vital line of defense against human trafficking,” Quezon City Mayor Joy Belmonte said.

To encourage participation, the city is offering incentives such as expedited business permit processing, inclusion in tourism promotion campaigns, and eligibility for recognition and possible tax perks depending on compliance.

Applications may be submitted online through the QC e-Services platform via the Business Permits and Licensing Department (BPLD). Establishments will undergo inspection and validation before the seal is granted.

The city government said the initiative is part of a broader effort to build safer communities and strengthen partnerships with the private sector in addressing human trafficking and exploitation.
