The House of Representatives adopted a resolution commending Speaker Faustino “Bojie” Dy III for his steady and consensus-driven leadership as the chamber closed the First Regular Session of the 20th Congress.
House Resolution No. 1093, introduced by Majority Leader Ferdinand Alexander “Sandro” Marcos and Minority Leader Marcelino “Nonoy” Libanan, cited Dy for keeping the House stable, productive and united during a critical period.
The resolution said Dy assumed the speakership with “a profound sense of duty, steadiness of hand, and an unwavering commitment to parliamentary solidarity and institutional continuity.”
It also credited him with ensuring a smooth leadership transition while keeping legislative work moving and preserving cooperation among members.
The House said Dy’s leadership style helped foster “an environment of genuine collaboration” and sustained the momentum of the chamber’s legislative agenda.
Under Dy’s stewardship, the House processed 10,809 legislative measures, including 9,695 bills and 1,114 resolutions.
Six measures were enacted into law, one was awaiting presidential action, two bicameral conference committee reports were ratified, four measures remained pending bicameral action, and 222 House-approved measures were awaiting Senate approval. The chamber also adopted 114 resolutions.
The resolution cited progress on priority measures under the Common Legislative Agenda of the Legislative-Executive Development Advisory Council, including bills approved on third reading and measures awaiting bicameral action.
Among the key measures advanced were the proposed Anti-Political Dynasty Act, National Land Use Act, Waste-to-Energy Act, amendments to the Pantawid Pamilyang Pilipino Program, Energy Regulatory Commission reforms and expanded educational assistance measures.
The House also cited its fulfillment of constitutional duties, including the adoption of House Resolution No. 989 containing the Articles of Impeachment against Vice President Sara Duterte.
“Under the calm, pragmatic, and steady stewardship of the Honorable Speaker Dy, the House of Representatives has remained highly productive in legislation while efficiently fulfilling its constitutional duties,” the resolution stated.
The resolution also pointed to public confidence gains under Dy’s leadership, citing a nationwide RP-Mission and Development Foundation Inc. survey conducted from May 20 to 25.
The survey showed the House posting an Index of Governance score of 62.2 percent, with trust and performance ratings of 61.8 percent and 62.7 percent, respectively.
Dy also recorded a governance score of 58.1 percent, up 3.1 percentage points from the previous month, driven by improvements in trust and performance ratings.
The House also credited Dy with helping strengthen the country’s role in regional parliamentary diplomacy through the Philippines’ leadership of the ASEAN Inter-Parliamentary Assembly.
Under that engagement, the House advanced regional initiatives on climate action, counterterrorism, women’s political participation, legislative modernization and ASEAN integration.
Lawmakers also recognized Dy’s support for the welfare of House Secretariat personnel and congressional staff.
“Under the dignified and consensus-driven leadership of the Honorable Speaker Faustino ‘Bojie’ G. Dy III during the First Regular Session of the Twentieth Congress, the House of Representatives distinguished itself as a responsive, efficient, and cohesive institution,” the resolution stated.
The House adjourned its First Regular Session and is set to reconvene on July 27 for the opening of the Second Regular Session of the 20th Congress, which will coincide with President Ferdinand Marcos Jr.’s State of the Nation Address.
