San Marino-Backed Library Project Brings Reading, Culture Closer to Manila Students

A new library project in Manila is seeking to give young learners more than shelves of books. It aims to create a more inviting space where students can read, tell stories, explore culture, and see learning as something that extends beyond the classroom.

The JHL-RSM Library, currently under construction at Graciano Lopez Jaena Elementary School, is the latest facility under the Hooked on Books program, an initiative that supports the development of learning spaces for public school students.

The project is being carried out by the Consulate General of the Republic of San Marino in the Philippines, in collaboration with Cebuana Lhuillier, LINKS Philippines, and other partners. Once completed, it will mark the 30th milestone library under the Hooked on Books initiative.

The effort comes as schools and education partners continue to look for ways to strengthen literacy, improve access to reading materials, and make learning spaces more engaging for children.

Consul General Jean Henri Lhuillier said education must help students develop not only basic academic skills, but also curiosity, cultural awareness, and the ability to adapt to a changing world.

“Education today must prepare students not only to read and write, but also to understand the world around them, appreciate culture, and adapt to the future,” Lhuillier said.

He added that young learners need opportunities that encourage confidence and a lifelong interest in learning.

In preparation for the library’s opening, volunteers and partner groups joined a three-day activity that included mural painting, library setup, and storytelling sessions for students. The activities were meant to make the space more welcoming while encouraging children to develop an early love for reading.

The project also gained support from the Manila city government after Leonor Petra G. Elepaño met with local officials, including city administrator Atty. Eduardo Quintos, who expressed support for the initiative.

Private-sector partners also contributed to the project. Boysen provided mural paints to help brighten the facility, while TOSOT served as the air-conditioning sponsor.

Archispace Design Inc. also helped in the construction and design of the library, together with JAS Design and Build Development Corp., led by Sandy Ocampo and Alvin Lu.

The San Marino Consulate has also supported other education and cultural initiatives for Filipino children, including its partnership with Bookmark, Inc. for Pamilyang Papel, a children’s activity and storytelling material designed to introduce culture and heritage through interactive learning.

For the students of Graciano Lopez Jaena Elementary School, the library is expected to provide a dedicated space for reading and creative learning. For its partners, it reflects how collaboration among schools, local government, diplomatic missions, foundations, and private groups can help bring more meaningful learning opportunities to Filipino children.
