SC Dismisses NCAP Petition After Unified Metro Manila Traffic Code Takes Effect

The Supreme Court has dismissed a petition challenging the legality of the No Contact Apprehension Policy (NCAP) implemented by several local government units (LGUs) in Metro Manila, ruling that the case had become moot following changes in the traffic enforcement framework.

In a decision penned by Associate Justice Rodil Zalameda on June 3, 2026, and made public Thursday, the High Court said the legal issues raised against NCAP no longer required judicial resolution.

The Court cited the implementation of a unified traffic code across Metro Manila, which established a common set of standards for enforcing traffic rules in the region.

According to the Supreme Court, the new policies and regulatory adjustments adopted by concerned agencies and LGUs removed the actual controversy that would have warranted court intervention.

The High Court said the petition had lost its practical significance because of the changes in traffic enforcement rules.

The case was dismissed for being moot and academic, meaning the issues presented no longer called for a ruling from the Court.
