Marikina 2nd District Representative Miro Quimbo is pushing for the passage of the National Water Resources Management Act to help the country prepare for the potential effects of El Niño and the threat of water supply shortages.
Quimbo said House Bill No. 6789 seeks to establish a national framework for more efficient management of the country’s water resources, including the creation of a Department of Water Resources and a Water Regulatory Commission.
The House of Representatives approved the measure on Dec. 22, 2025, before transmitting it to the Senate for further action.
Quimbo stressed that effective water management is essential to ensuring an adequate and reliable supply for households, businesses, and other essential services, particularly during periods of severe drought.
He warned that water shortages could disrupt families’ daily activities, affect business operations, threaten public health, and reduce economic productivity.
The lawmaker said the proposed legislation could strengthen coordination among government agencies and promote long-term planning to address the country’s varying water requirements.
Quimbo expressed hope that the Senate would advance the measure to strengthen the country’s water security and help communities prepare for climate-related challenges, including a possible severe El Niño episode.
