Philippine Military Academy Superintendent Vice Admiral Caesar Bernard N. Valencia said the West Philippine Sea is a national concern that affects the sovereignty, economy, food supply, energy security, trade, and future of every Filipino.
Valencia made the statement as a guest speaker at the Baguio City government’s flag-raising ceremony at City Hall on Monday, July 13, 2026.
Marking the 10th anniversary of the 2016 Arbitral Award on the West Philippine Sea, Valencia emphasized its continuing relevance to the country.
“The West Philippine Sea is not simply a maritime issue; it is a national issue. It is about the sovereignty of every Filipino, regardless of where we live. The security of our seas affects our economy, our food supply, our energy security, our trade, and the future of our children,” he said.
Speaking before Baguio officials and employees, Valencia also underscored the role of public servants in nation-building and national security.
“Just as our soldiers stand watch over our territory, our civil servants defend the nation through honest governance. Every permit processed fairly, every public fund protected, every decision made with integrity strengthens the country from within. National security is not built only at sea; it is also built in city halls, schools, and communities,” he said.
Valencia also highlighted the PMA’s continuing mission to develop leaders of character who are prepared to serve the nation.
“The Philippine Military Academy continues to prepare future leaders who understand that true patriotism is demonstrated not only in times of conflict but also in the daily pursuit of excellence, accountability, and service to the Filipino people,” he said.
He reaffirmed the academy’s commitment to developing future leaders of the Armed Forces of the Philippines, guided by excellence, accountability, and service.
Valencia concluded by urging Filipinos to remain united in defending the country’s sovereignty and upholding the values that strengthen the Republic.
