PCG Launches Parallel Probe Into Alleged Extortion Case Involving Biliran Personnel

The Philippine Coast Guard (PCG) has ordered a parallel administrative investigation after one of its personnel was arrested in Biliran over an alleged extortion case being investigated by law enforcement authorities.

According to the Criminal Investigation and Detection Group (CIDG)-Biliran, the arrest stemmed from an entrapment operation conducted after complaints from local fisherfolk. The operation led to the apprehension of a Seaman First Class who was allegedly caught receiving marked money from a complainant on June 19, 2026.

PCG Commandant Admiral Ronnie Gil L. Gavan directed all concerned units to fully cooperate with the ongoing criminal investigation while simultaneously determining possible administrative liabilities within the organization.

He reiterated the agency’s policy of zero tolerance for corruption and misconduct, stressing that personnel found guilty of violating the law have no place in the service.

“The Philippine Coast Guard maintains a strict policy against corruption and any form of misconduct. We will allow the legal process to take its course while ensuring that administrative accountability is pursued,” Gavan said.

PCG spokesperson Commodore Noemie Cayabyab said the agency remains committed to upholding professionalism and integrity in public service.

She added that the personnel may face administrative sanctions, including dismissal from service, should the allegations be proven, in addition to possible criminal liability before the courts.

The PCG said the case falls under its Intensified Community Assistance, Awareness, Response, and Enforcement (iCARE) program, which reinforces ethical standards and accountability across its ranks.
