NCDA urges safer, inclusive transport for PWD passengers

Institutional safeguards across public transit systems face heightened scrutiny after a Deaf woman was subjected to sexual harassment onboard a commercial bus in Tagbilaran City, Bohol, prompting calls for strict legal enforcement and structural transport reforms.

The National Council on Disability Affairs (NCDA) issued a formal demand to the Department of Transportation (DOTr) to pursue full criminal accountability against the bus conductor involved in the November 1, 2026 incident.

NCDA sent an official letter requesting the DOTr to launch an immediate, impartial investigation and file appropriate criminal charges against the responsible parties.

The victim was traveling with her minor daughter to church around 4:00 a.m. when the bus conductor engaged in inappropriate conduct. She later documented her experience and uploaded video evidence on Facebook to seek justice.

The incident also exposed ongoing barriers regarding public perception and communication access for persons with disabilities.

Addressing online criticism directed at the survivor’s written post, the NCDA clarified that Deaf individuals communicate primarily through Filipino Sign Language, which possesses a unique linguistic structure distinct from written prose.

The agency emphasized that variations in written expression stem from linguistic identity rather than incapacity, warning that communication differences must never be weaponized to dismiss, discredit, or mock a survivor seeking help.

The council reiterated that persons with disabilities possess an equal right to safe, dignified, and respectful public transportation, declaring that harassment, intimidation, and discrimination based on disability or gender violate existing statutory protections.

To prevent similar failures across transit corridors, the NCDA urged the DOTr to mandate disability awareness, sensitivity, and gender-responsiveness training for all public transport personnel nationwide.

The council further called for accessible and confidential reporting systems onboard vehicles and inside passenger terminals, enhanced staff communication training, and the strict enforcement of RA 7277 (Magna Carta for PWDs) alongside RA 11313 (Safe Spaces Act).
