NBI Creates Specialized Unit for Chemical, Cyber, Foreign Threats

The National Bureau of Investigation (NBI) has established a new specialized unit to address emerging national security threats, including incidents involving hazardous materials and foreign interference operations.

The new Chemical, Biological, Radiological, Nuclear, and Explosives and Foreign Malign Influence Unit (CFMIU) was created under Administrative Order No. 09, series of 2026, signed by NBI Director Atty. Melvin Matibag.

“This initiative strengthens our capability to detect, investigate, and respond to threats that go beyond conventional crime,” Matibag said. “The NBI remains steadfast in protecting the Filipino people and upholding the integrity of our institutions.”

The agency said that the CFMIU will handle investigations involving chemical, biological, radiological, nuclear, and explosive threats, while also addressing foreign malign influence activities. These include disinformation campaigns, cyber manipulation, and covert operations aimed at undermining public trust and state institutions.

The unit is also tasked with monitoring coordinated efforts that may threaten national stability through non-traditional security risks.

The NBI said the CFMIU will coordinate closely with key government agencies, including the Armed Forces of the Philippines, Philippine National Police, Department of Health, and the Department of Information and Communications Technology, as well as international partners such as INTERPOL.

Officials said the collaboration is intended to strengthen both domestic and international responses to complex security threats.
