An Integrity Caravan for Ethical Policing was formally launched by the Philippine National Police (PNP) on June 10, 2026, at Bulwagang Lapulapu, Camp Crame. The program is a nationwide initiative aimed at strengthening ethical leadership, reinforcing accountability, and maintaining public trust across all levels of the police organization.
PNP Chief PGen Jose Melencio Nartatez Jr. was represented at the launch by Police Lt. Gen. Bernard Banac, Deputy Chief for Administration, who read the PNP Chief’s message. Police Regional Offices, Provincial Police Offices, and key training institutions participated virtually, signaling a coordinated nationwide implementation.
The Integrity Caravan is designed as a sustained reform platform that integrates ethical standards into daily police operations, leadership practices, and community interactions. Central to the program is the PNP Six-Point Ethical Policing Guide, which highlights Justice and Rule of Law, Integrity, Public Welfare, Accountability, Professionalism and Public Trust, and Anti-Corruption as core organizational values.
The program is implemented through three strategic pillars. The Advocacy Pillar promotes values formation and ethical leadership through leadership fora, integrity briefings, and information campaigns. The Education Pillar, on the other hand, provides continuous training via seminars, workshops, and integrity orientations to reinforce professional standards and operational discipline.
Finally, the Community Engagement Pillar enhances transparency and citizen participation, featuring the Online IAS Desk “I Am Speaking,” a digital platform for submitting feedback, commendations, and complaints.
In his message, Nartatez emphasized that integrity is both a command responsibility and a personal obligation. “Integrity is not optional—it is an obligation,” he said, underscoring the need for discipline, accountability, and consistent ethical conduct in the field.
The caravan embodies the principle of “One PNP, One Standard, for Every Filipino” and underscores the force’s commitment to ethical governance, responsive service, and the PNP’s transformation agenda. By combining advocacy, education, and community engagement, the initiative seeks to embed integrity into the organization’s operational culture, ensuring ethical policing is consistently practiced nationwide.
“Malinaw ang ating direksyon: we are building a Philippine National Police that is disciplined in action, accountable in conduct, and trusted by the people,” Nartatez added.
The program aligns with the PNP’s banner: “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
