GSIS Widens Balik Ginhawa Loan Refund Coverage

The Government Service Insurance System has expanded its Balik Ginhawa Program, allowing qualified members and pensioners to receive refunds equivalent to up to six months of loan amortizations.

The expanded program covers eligible loan payments made from December 2025 to May 2026.

GSIS said the program applies to active loan accounts, including housing loans. However, loans under the GSIS Ginhawa Green Loans Program are excluded, including the Ginhawa Solar Energy Loan and the Ginhawa Bike and E-Mobility Loan.

Qualified members and pensioners may file their applications through the GSIS Touch mobile app from July 1 to October 31, 2026.

GSIS said any amount already refunded under the first phase of the Balik Ginhawa Program will be deducted from the total refundable amount.

Members who received less than the full three-month refund under the first phase may still receive the remaining eligible refund for those months, on top of the three additional months covered by the enhanced program. The total refund, however, must not exceed the equivalent of six monthly loan amortizations.

GSIS emphasized that the program is voluntary and requires an application through the GSIS Touch app. Approved refunds will be credited directly to the member’s designated GSIS bank account.

The pension fund also clarified that the months covered by the moratorium will not be treated as arrears, even if they appear as unpaid.

“This means that qualified members who avail themselves of the program will not be penalized simply because the refunded months will reflect as unpaid. These periods are covered by the moratorium and are not treated as loan arrears,” GSIS President and General Manager Wick Veloso said.

Loan accounts already classified as due and demandable, or those with unpaid amortizations equivalent to more than six months, are not covered by the program.

Also excluded are fully paid or renewed loan accounts, members with pending or processed retirement or separation benefit claims at the time of availment, and members without a designated GSIS bank account where the refund may be credited.

GSIS said advance payments made before a loan’s first due date are also not covered because these are treated as direct payments to the loan principal, not as monthly amortizations.

Members and pensioners were advised to check their loan status and refund eligibility through the GSIS Touch app, where updates on the Balik Ginhawa Program are available.
