More than half a million government workers and pensioners have received loan amortization refunds under the Government Service Insurance System (GSIS) Balik Ginhawa program, with Php 7.3 billion already credited to member accounts as part of broader efforts to ease financial pressure from rising living costs.
As of April 20, GSIS said 525,447 out of 598,420 applicants have been processed and confirmed eligible, with partner banks instructed to release a total of Php 7.5 billion. The remaining balance is expected to be credited in the coming days.
GSIS President Jose Arnulfo Veloso said the initiative forms part of the government’s coordinated relief measures. He noted that the program supports the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT), designed to help Filipino workers cope with economic challenges.
Under the scheme, qualified borrowers receive refunds equivalent to up to three months of loan amortizations—covering December 2025 to February 2026—released in a lump sum without additional interest or penalties. Regular loan payments continue, with terms extended accordingly.
Eligibility requires borrowers to be up to date on their loan payments at the time of application.
Members can check their status and refundable amounts through the GSIS Touch mobile app, where applications remain open until October 31, 2026.
Officials said the program aims to provide immediate financial relief while maintaining access to government credit support.
