The Department of the Interior and Local Government has cautioned local officials and government employees against using publicly funded vehicles for unofficial purposes, following reports that some units were being used as school service or for weekend and holiday trips.
In a statement, the DILG reminded officials that unauthorized use of government owned vehicles may result in administrative and criminal liability. It stressed that the use of such vehicles must always be directly related to the performance of official duties.
The directive is contained in Memorandum Circular 2026-011, which covers all provincial, city, municipal, and barangay elected and appointed officials. It also applies to personnel and officials of the DILG Central Office, regional and field offices, as well as attached agencies including the Philippine National Police, Bureau of Fire Protection, and Bureau of Jail Management and Penology.
The department said the issuance aims to reinforce compliance with existing regulations, particularly during weekends and holidays, when unauthorized use is more likely to occur. It noted that improper use of government vehicles leads to unnecessary public spending and erodes public trust.
“Government vehicles are provided exclusively to ensure the efficient and effective delivery of public service. Their use is a privilege anchored on public trust,” the DILG said.
It added that any unauthorized use for personal purposes runs counter to principles of accountability, integrity, and modest living expected of public servants.
The DILG said the circular is anchored on existing laws and regulations, including the 1987 Constitution, Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, the Administrative Code of 1987, relevant Commission on Audit circulars, and Administrative Order No. 239, all of which require that government vehicles be used strictly for official business.
Heads of agencies, offices, bureaus, and services were directed to ensure the widest dissemination of the policy within their respective jurisdictions and to enforce strict compliance.
