Curlee Discaya, DPWH Execs Charged Over Bulacan Flood Projects

Malacañang on Thursday said graft and malversation complaints have been filed against contractor Curlee Discaya and several Department of Public Works and Highways officials over alleged anomalous flood control projects in Calumpit, Bulacan.

Presidential Communications Office Undersecretary and Palace Press Officer Claire Castro said the complaints were filed before the Malolos Regional Trial Court in Bulacan.

“Pormal nang sinampahan ng kaso si Curlee Discaya at iba pang opisyal ng DPWH na sangkot sa maanomalyang flood control projects sa Bulusan, Calumpit, Bulacan kaninang umaga sa Malolos Regional Trial Court sa Bulacan,” Castro said in a Palace briefing.

Castro said the filing was led by DPWH Secretary Vince Dizon, together with Assistant Ombudsman Mico Clavano.

The respondents are facing charges for alleged violation of Section 3(e) of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act, as well as malversation of public funds through falsification of public documents.

Castro said Discaya and 10 other individuals, including personnel from the DPWH Bulacan First District Engineering Office and members of the private sector, were named in the complaints.

“Malalaman natin at naaalala natin na ang mga Discaya ay namayagpag sa kanilang mga proyekto noong taon pang 2016. Curlee Discaya, along with 10 other individuals spanning various roles within the DPWH-Bulacan First DEO and the private sector. So, iyan ang mga ikinaso sa kanila,” Castro said.

Curlee Discaya is currently under Senate custody.

His wife, Sarah Discaya, who has also been linked to allegedly anomalous flood control projects worth billions of pesos, is detained in Cebu in connection with a separate graft and malversation case involving an alleged P96.5-million “ghost” flood control project in Davao Occidental.
