Proposed Bill Seeks Bigger Powers, More Personnel for PCG

A proposed measure seeking to strengthen the Philippine Coast Guard aims to expand the agency’s operational powers, increase manpower, and improve benefits for personnel amid growing maritime security challenges in Philippine waters.

Senate Bill No. 2116, or the “Revised Philippine Coast Guard Law,” seeks to modernize the PCG’s legal framework by enhancing its authority in maritime law enforcement, environmental protection, disaster response, and national security operations.

The measure would allow the PCG to recruit additional personnel and improve operational readiness as the agency takes on broader responsibilities in territorial defense and maritime safety.

Among the bill’s key provisions are expanded powers for shipwreck removal operations, anti-terrorism enforcement in Philippine waters, and closer coordination with the military during maritime security incidents. The proposal would also authorize the PCG to enter into international agreements related to its functions.

The bill likewise seeks to address disparities in salaries and benefits between PCG personnel and their counterparts in the Armed Forces of the Philippines and the Philippine National Police.

Senator Raffy Tulfo, who filed the measure, said the proposal is intended to address long-standing gaps in the PCG’s governing law while strengthening the organization’s institutional capacity.

Tulfo, who chairs the Senate Committee on Public Services and serves as Auxiliary Rear Admiral of the Philippine Coast Guard Auxiliary Executive Squadron, said the agency’s expanding role requires stronger structural and operational support.

He emphasized that modernizing the PCG’s legal framework is necessary to help the organization acquire advanced equipment and technology needed for maritime security and environmental protection operations.

Tulfo also underscored the importance of strengthening the PCG as its personnel continue to play a frontline role in protecting Philippine territories in the West Philippine Sea.

The senator urged fellow lawmakers to support the measure, saying PCG personnel deserve an institution that matches their sacrifices and commitment to public service.
