Official government records and self-certified financial disclosures will form the foundation of the case that defense attorneys must counter when the Senate impeachment trial resumes on November 9.
House impeachment prosecution spokesperson and Lanao del Sur Rep. Zia Alonto Adiong affirmed that the evidence backing Article II against Vice President Sara Z. Duterte relies directly on documents she certified under oath, along with official filings from government agencies and banking institutions.
The documentary presentation encompasses Duterte’s Statements of Assets, Liabilities, and Net Worth (SALNs), income tax returns (ITRs), and bank and corporate records linked to her and her husband, lawyer Manases Carpio.
“Because again, it would really—the evidence really points directly to the Vice President kasi siya po ‘yung nag-ano nito,” Alonto Adiong said.
The prosecution emphasized that the evidentiary strength of the filings rests on the legal weight of sworn declarations, which public officials are mandated to submit accurately under Republic Act No. 6713.
“Lahat po ng dokumentong naipresenta sa ating korte, sa impeachment court, ay galing po mismo sa kanya,” Alonto Adiong also said.
The prosecution noted that the Vice President personally certified the accuracy of her financial disclosures before submitting them to official oversight bodies.
“So siya po yung nanumpa nito, under oath po itong SALN na ito, bago po niya ito isinumite sa Ombudsman,” Alonto Adiong said.
Beyond asset declarations, the evidentiary trail includes Bureau of Internal Revenue records and Securities and Exchange Commission filings detailing corporate holdings associated with Duterte and Carpio.
“Pangalawa, yung mga sinumite rin po niyang mga—’yung kanyang mga ITR, including those companies that she listed as, ano, as… in her SALN, na meron po siyang business interest, sa kanila po galing ‘yan,” Alonto Adiong also said.
The financial submission includes analysis from forensic accounting expert Alexander Cabrera, who outlined approximately P817.87 million in allegedly unexplained wealth from 2022 to 2025.
To build the comparison, prosecution analysts cross-referenced reported income against transaction volumes drawn directly from institutional bank records.
“Yung mga bank accounts na pina-open nila sa pangalan po niya, at pangalan po ng kanyang asawa, at pangalan po ng mga korporasyon kung saan nilista rin po niya sa kanyang SALN,” Alonto Adiong said.
The defense maintains the right to dispute the admissibility and interpretation of the financial records, leaving the Senate impeachment court to weigh the contested evidence when formal proceedings resume.
