The House prosecution panel is pushing for the admission of all evidence presented against Vice President Sara Z. Duterte, including documents and testimonies challenged by her defense team, as it seeks to prove the unexplained wealth allegations against her.
House impeachment adviser and trial spokesperson Robert Ace Barbers said the prosecution’s formal offer of evidence covers all documentary records and witness testimonies related to Article II, including evidence that drew objections from the defense during the trial.
“If you recall, during the trial meron pong mga in-object ‘yung ating defense panel. And these objections were not yet ruled. All of them were not yet ruled by the presiding officer,” Barbers said.
“All these are now being part of the formal offer of evidence ng prosecution,” Barbers added.
According to Barbers, the submission also includes evidence supporting the findings of financial forensic expert Alexander Cabrera, whose testimony detailed hundreds of millions of pesos in alleged unexplained wealth involving Duterte and her husband, lawyer Manases “Mans” Carpio.
“At lahat po ’yan ay related doon sa Article II, unexplained wealth, and other documentary evidence to support ‘yung analysis ng ating financial forensics expert, si Atty. Alex Cabrera,” Barbers also said.
Cabrera, a certified public accountant and lawyer, earlier testified that his analysis of financial records showed approximately P817.87 million in alleged unexplained wealth from 2022 to 2025.
His findings were based on bank records, tax documents, financial statements, and other evidence examined during the impeachment proceedings.
Among the records presented during the trial were bank certifications showing that Duterte and Carpio had combined year-end balances of P59.03 million in 2022, P71.38 million in 2023, P22.25 million in 2024, and P39.09 million in 2025 across 26 accounts in eight banks.
These figures raised questions because Duterte’s statements of assets, liabilities, and net worth for the same years declared zero cash on hand and in banks.
The prosecution also presented evidence of insurance policies, investments, and other financial transactions that it said required explanations from Duterte.
Barbers stressed that the formal offer covers all evidence related to the unexplained wealth allegations.
“So lahat po ng related o may kinalaman doon sa hindi maipaliwanag na yaman ng ating pangalawang pangulo ay kasama po diyan sa ating formal offer of evidence,” Barbers said.
The House prosecution submitted its formal offer ahead of the Oct. 23 deadline, giving Duterte’s lawyers 10 days to file their comments.
The Senate impeachment court will then determine which evidence to admit as the trial moves toward the defense’s presentation beginning November 9.
