PeraSure, a digital lending application operated by Securities and Exchange Commission (SEC)-registered Sulit Lending Corporation, has officially launched in the Philippines, targeting gig workers and informal employees who lack traditional payslips.
According to data from the Philippine Statistics Authority (PSA), approximately 9.9 million Filipinos, or roughly 22 percent of the nation’s 44 million employed workers, are engaged in informal or gig work. These workers include freelancers, platform-based workers, and small business owners whose variable monthly income often excludes them from standard consumer lending options.
“Many hardworking Filipinos earn a living outside a regular payroll, yet lending has long been built around payslips,” PeraSure said.
“We want borrowers to see exactly what they will pay, within the SEC’s limits, before they confirm a loan,” PeraSure also said.
To simplify the borrowing process, PeraSure requires eligible applicants to present a government-issued identification card alongside basic employment or income details, bypassing traditional loan paperwork.
The platform provides an upfront breakdown of interest rates, applicable fees, and total repayment amounts prior to loan confirmation. It utilizes a revolving credit framework, allowing approved borrowers to access credit over time and potentially increase their credit limit as they establish a positive repayment history.
This model aims to support gig workers and micro-entrepreneurs in managing fluctuating cash flow, covering operational expenses, or addressing immediate financial needs.
PeraSure’s market entry coincides with updated regulatory ceilings for consumer loans. Under SEC Memorandum Circular No. 14, Series of 2025, which took effect on April 1, 2026, the combined interest and fees on qualifying small loans are capped at 12 percent per month, down from 15 percent.
The company noted that its daily interest rate starts at 0.10 percent, with actual borrowing costs determined by individual loan terms.
