The Metropolitan Manila Development Authority (MMDA) assured motorists that there will be no duplication of traffic citations under the expanded No Contact Apprehension Policy (NCAP) implemented across major thoroughfares and local government unit (LGU) covered roads.
The clarification follows the activation of independent NCAP enforcement programs by several Metro Manila LGUs on October 5 to monitor municipal and city roads outside MMDA jurisdiction. The simultaneous rollout prompted concerns among motorists that a single traffic infraction could trigger double penalties from both MMDA and LGU surveillance cameras.
MMDA Chairman Romando Don Artes confirmed that extensive coordination between the authority and local executives was conducted prior to the launch to eliminate surveillance overlap.
“Kung problema ay duplication, nag-coordinate na kami with LGUs, wala pong camera ang LGU at MMDA sa exactly the same place,” Artes told reporters during a media briefing.
He added, “Meron kaming boundaries na established, dito ang LGU, dito kami.”
Manila Mayor Francisco “Isko Moreno” Domagoso similarly assured the public that safeguards are in place to prevent duplicate ticketing. He noted, however, that the city government remains open to partnering with the MMDA on a universal ticketing framework should a single unified system prove more efficient.
Under the expanded NCAP framework, traffic violations captured by LGU-operated cameras will not be posted on the MMDA’s May Huli Ka online portal. Instead, formal notices of violation generated by municipal systems will be mailed directly to the registered owner’s address.
