LTFRB Summons Taxi Operator Over Driver’s Livestream Behind the Wheel

The Land Transportation Franchising and Regulatory Board has issued a show-cause order against a taxi operator after one of its drivers was caught livestreaming on social media while transporting passengers.

LTFRB Chairman Vigor Mendoza II said the driver’s conduct violated Memorandum Circular No. 2026-050, which prohibits public utility vehicle drivers from vlogging, livestreaming, producing online content or interacting with social media while driving.

Mendoza stressed that the agency would not tolerate practices that put passengers, drivers, and other road users at risk.

The LTFRB issued the memorandum after noting a growing number of PUV drivers creating vlogs and livestreams while behind the wheel, including cases in which they were carrying paying passengers.

Under the show-cause order, the taxi operator was directed to explain within three days why its Certificate of Public Convenience should not be suspended or revoked.

A hearing on the case has been scheduled for July 21.

Drivers found in violation of the memorandum face a ₱5,000 fine, while operators may face heavier administrative penalties if they are found to have tolerated the offense or failed to prevent it.

Mendoza said the LTFRB is actively monitoring social media platforms for similar violations and urged the public to report PUV drivers engaging in unsafe online activity while driving.

The agency emphasized that creating online content can wait and that road safety must always take priority.
