Chinese National Nabbed in Isabela Over Unregistered Consumer Products

A Chinese national was arrested in Cauayan City, Isabela after authorities seized nearly P101,000 worth of unregistered consumer products during a joint police and regulatory operation.

The Philippine National Police (PNP) said the operation was conducted on July 1, 2026, in Barangay District 1, where authorities confiscated 937 pieces of assorted aerosol insecticides, mosquito coils, and other consumer products with an estimated value of P100,972.

Police identified the arrested individual only as alias “Jin,” a Chinese national, female, and businesswoman-owner of the establishment.

According to the PNP, Jin was allegedly caught selling aerosol insecticides and other consumer products without the required Certificate of Product Registration from the FDA, in violation of Republic Act No. 9711, or the Food and Drug Administration Act of 2009.

Authorities said the seized items were not registered with the FDA. Under RA 9711, the manufacture, importation, sale, offering for sale, distribution, and transfer of health and consumer products require a valid Certificate of Product Registration to ensure that products meet government standards on safety, quality, and efficacy.

The PNP said the sale and distribution of unregistered products undermine regulatory safeguards and may expose consumers to possible health and safety risks.

Police said the operation forms part of the PNP’s strengthening of the enforcement of regulatory laws meant to protect public health and consumer welfare, and in support of government efforts against the proliferation of unregistered consumer products.
