Manila Activates Evacuation Centers as Heavy Rains Trigger Flooding

The Manila city government activated its evacuation centers and placed district welfare offices, hospitals and health centers on high alert on Saturday, August 29, as heavy rains continued to affect the capital.

Manila Mayor Francisco “Isko” Moreno Domagoso ordered the activation of the city’s primary evacuation centers and directed concerned offices to remain ready to assist residents who may be affected by flooding.

“All Manila Department of Social Welfare (MDSW) district welfare offices are open, including our primary district evacuation centers, activated na po lahat,” Manila City Social Welfare Officer Jay Dela Fuente said.

Manila City Disaster Risk Reduction and Management Department Director Arnel Angeles reported flooding in several portions of Taft Avenue, including areas near Quirino Avenue, United Nations Avenue, Kalaw and the National Bureau of Investigation.

MCDRRMD chief meteorologist Christian Evangelista said the heavy rainfall was caused by the southwest monsoon or Habagat combined with thunderstorms.

City sensors recorded heavy to intense rainfall from 5 a.m. to 1 p.m.

“Sa kasalukuyan ay nakataas pa rin ang Red Rainfall Warning sa NCR at inaasahang magpapatuloy hanggang mamayang 5 p.m.,” Evangelista said.

Metro Manila remained under a red rainfall warning from the Philippine Atmospheric, Geophysical and Astronomical Services Administration as of 11 a.m.

A red rainfall warning means serious flooding is expected in flood-prone areas, prompting authorities to maintain heightened preparedness across the capital.

Meanwhile, doxycycline capsules are available in all 44 health centers and seven district hospitals in Manila as part of the city government’s campaign against leptospirosis, according to Manila OIC-City Health Officer Dr. Grace Padilla.

Domagoso also directed healthcare personnel and barangay officials to reach out to communities amid the increased risk of exposure to floodwaters.

Manila Department of Environment and Public Services Director Kenneth Amurao said garbage collection across all districts remained normal, with no delays reported as of Saturday morning.

City Engineer Armand Andres also reported that regular clearing and declogging operations were ongoing to help maintain the flow of rainwater and prevent further flooding.

All 896 barangays in Manila are also participating in weekly declogging operations in compliance with Executive Order No. 3, which mandates cleaning and declogging activities every Saturday.

The city government urged residents to remain alert, monitor official announcements and cooperate with local authorities if evacuation or other emergency measures become necessary.

Manila City Engineer Armand Andres also reported that regular clearing and declogging operations were underway to help ensure the continued flow of rainwater and prevent further flooding.

All 896 barangays in Manila are likewise participating in weekly declogging operations in compliance with the mayor’s Executive Order No. 3, which mandates weekly declogging and cleaning operations every Saturday.

The city government urged residents to remain alert, monitor official announcements and cooperate with local authorities should evacuation or other emergency measures become necessary.
