Youth Groups, DSWD Lead ASEAN Digital Consultation on AI, Online Safety

Young Filipinos took center stage in discussions on artificial intelligence, digital safety, and online responsibility as the Department of Social Welfare and Development (DSWD), in partnership with youth group Tayo ang Taya (TAYA), convened the “Ctrl+Youth: Shaping ASEAN’s Digital Future” consultation on May 2 at the University of the Philippines Diliman.

The forum brought together youth leaders, student groups, and stakeholders as part of ASEAN-wide consultations aimed at shaping policies on responsible technology use, digital resilience, and the region’s evolving digital landscape.

In a video message, DSWD Secretary Rex Gatchalian underscored the importance of preparing young people for a technology-driven future while promoting ethical and responsible use of digital tools.

“With the rise of artificial intelligence and emerging technologies, we must equip our youth not only with skills but also with values that promote responsibility and inclusivity,” Gatchalian said.

He added that youth participation is key to shaping long-term regional plans, including inputs for the ASEAN Community Vision 2045, noting that digital empowerment strengthens both communities and families.

DSWD Undersecretary Adonis Sulit of the Policy and Planning Group highlighted the need for direct youth engagement in ASEAN’s socio-cultural pillar, saying their perspectives are essential in developing the region’s digital resilience framework.

The consultation gathered representatives from civil society, student organizations, and youth advocates, who participated in focused discussions and contributed to position papers on online safety, responsible technology use, and innovation.

Officials from the Department of Education, Department of Information and Communications Technology, National Youth Commission, and the UP National College of Public Administration and Governance also expressed support for the initiative. Tingog Party-list Rep. Jude Acidre presented insights on digital policy.

Participants said the consultation served as both a learning platform and an opportunity to influence policy direction.

Representatives from Angat Kabataan Valenzuela and Valenzuela DigiChamps Youth noted that the discussions deepened their understanding of digital responsibility while strengthening their roles as youth leaders.

The DSWD said the initiative reflects its commitment to inclusive governance by ensuring that youth voices are integrated into national and regional discussions on digital transformation as ASEAN advances its long-term development goals.
