Talipao Declared Stable Peace Municipality in Sulu

The municipality of Talipao in Sulu has been formally declared a Stable Internal Peace and Security (SIPS) municipality, marking another step in the province’s efforts to sustain peace, prevent the return of armed violence, and open more space for development.

The declaration was held on June 1 at the Talipao Municipal Gymnasium, where local officials, military and police leaders, and community stakeholders gathered for the signing of the SIPS Commitment and the symbolic turnover of surrendered firearms.

The activity was led by Talipao Mayor Reham S. Tulawie through the Municipal Peace and Order Council and the Municipal Task Force to End Local Armed Conflict, in partnership with the 11th Infantry “Alakdan” Division of the Philippine Army and the Sulu Police Provincial Office.

Officials said the SIPS declaration reflects the municipality’s improved peace and security condition, as well as the continuing cooperation among the local government, security forces, and residents in keeping communities free from armed conflict.

Brig. Gen. Emmanuel L. Cabasan, General Officer-in-Charge of the 11th Infantry Division, represented Maj. Gen. Leonardo I. Peña, commander of the division and Joint Task Force Orion, during the ceremony.

Cabasan said the declaration should not be seen as the end of peace-building work but as a commitment to protect the gains achieved through years of cooperation among government agencies, security forces, and communities.

“Peace is not only measured by the absence of conflict but by the presence of unity, development, and opportunities for our people. Sustaining peace requires the continued cooperation of all sectors,” Cabasan said.

The turnover of surrendered firearms was among the highlights of the event, symbolizing the community’s support for peace and the rejection of violence as a means to resolve conflict.

Also present were Talipao Vice Mayor Nivocadnezar I. Tulawie, Municipal Local Government Operations Officer Nattasha S. Friales-Jadjuli, Sulu police provincial director PCol. Jeff Briones Uy, Lt. Col. Nelson P. Libongcogon of the 11th Infantry Division, and Lt. Col. Genesis R. Gabrido, commanding officer of the 41st Infantry Battalion.

With the declaration, Talipao joins the growing number of municipalities in Sulu recognized for attaining a more stable peace and security environment.

Officials said the status is expected to help strengthen local governance, improve delivery of basic services, and encourage more economic activity in the municipality.
