Prosecution questions Sara Duterte’s fitness for public trust

The Senate impeachment trial of Vice President Sara Z. Duterte shifts from procedural debate to fundamental questions of public trust and constitutional accountability as proceedings enter a decisive phase.

The House prosecution team stated that the trial ultimately raises a question beyond the financial figures presented in court: whether Duterte remains worthy of the public trust required of the country’s second-highest official.

House trial spokesperson and private prosecutor Benjamin “Jay” Tolosa Jr. said the public should assess the remaining charge of alleged unexplained wealth in light of the constitutional responsibilities of the Vice President.

Tolosa noted that Filipinos should consider whether the evidence establishes a serious constitutional violation or betrayal of public trust.

“Pinagtaksilan ba niya ang tiwala ng bayan? Nagkaroon ba siya ng seryosong paglabag sa Constitution?” Tolosa asked.

He made the remarks as the Senate impeachment court prepared to hear Duterte’s defense against Article II, the sole remaining impeachment charge accusing her of having unexplained wealth.

The prosecution has presented financial records and expert testimony alleging that Duterte failed to fully disclose substantial assets and financial interests in her sworn declarations.

The findings include at least P817.87 million in alleged undeclared assets and unexplained wealth identified by forensic accounting expert Alexander Cabrera.

Duterte’s defense is scheduled to begin presenting evidence November 9.

The prosecution has withdrawn the three other articles involving confidential funds, grave threats, and bribery, allowing the Senate trial to focus exclusively on the alleged financial discrepancies.

Tolosa also said the public should consider the prosecution’s evidence alongside the explanations and documents that Duterte’s defense would present.

The Senate impeachment court will ultimately decide whether the remaining charge warrants conviction, which could result in Duterte’s removal from office and disqualification from holding future public office.
