The Philippine National Police (PNP) underscored the importance of disaster preparedness and rapid response as government agencies and private institutions join the 2nd Quarter National Simultaneous Earthquake Drill (NSED) on Thursday, June 18.
PNP Chief Police General Jose Melencio C. Nartatez Jr. said all police units have been directed to actively participate in the nationwide exercise to ensure coordinated response protocols in the event of a major earthquake.
“The magnitude 7.8 earthquake in Mindanao sent a clear message that this kind of activity should not be taken for granted. This is a life-saving drill, and on the part of the PNP, we want to go beyond by coming up with measures for quick and coordinated response to assist as many of our kababayan,” Nartatez said.
The exercise will be conducted in coordination with the National Disaster Risk Reduction and Management Council (NDRRMC) and partner agencies as part of ongoing efforts to strengthen inter-agency disaster response.
A simulated magnitude 7.2 earthquake along the West Valley Fault will be used as the scenario, followed by the rollout of the Harmonized National Contingency Plan for high-intensity earthquakes in the Greater Metro Manila Area.
Authorities said local police, often first responders during disasters such as typhoons, volcanic eruptions, and earthquakes, are expected to take an active role in rescue and security operations during the drill.
The initiative aligns with government directives to enhance disaster response systems and reinforce preparedness across all law enforcement units.
“Time is of the essence during critical moments right after strong earthquakes. Hindi puwede na kasama ang mga pulis na magpa-panic. Instead, police forces must take the lead in immediate response to ensure the safety of the public,” Nartatez said.
The PNP said participation in the exercise also aims to ensure the readiness and safety of personnel in real emergency situations.
