Philippine Telcos Broaden Content Restrictions to Target Extreme Online Violence

Major telecommunications providers Globe Telecom Inc. and Converge ICT Solutions Inc. are escalating network-level restrictions on extreme violence and gore, including content linked to school shootings, in response to rising public concern and recent government directives. The move marks a significant expansion of digital safety protocols across the country, broadening the scope of content filtering beyond existing anti-exploitation measures to aggressively shield young users from dangerous material.

The proactive response comes on the heels of substantial multi-million dollar investments in content filtering infrastructure by both companies over the past year. Globe Telecom, which deployed over $2.7 million in advanced filtration technology in 2025, blocked 438,446 domains and URLs containing child sexual abuse and exploitation materials. The Ayala-led firm has since expanded its safeguards to cover non-photographic imagery and AI-generated abuse content, and is currently blocking hundreds of additional sites that stream illegal gore following recent violent incidents.

Similarly, Converge ICT Solutions reported blocking over 72,000 domains associated with prohibited content in 2025 while denying nearly 12 billion user entry requests to harmful websites. Executive leadership from both companies underscored that evolving digital threats necessitate aggressive, industry-wide cooperation. Globe General Counsel Froilan Castelo noted that recent violence highlights a crucial opportunity for the industry to collaborate and strip violent sites from their networks.

Converge Chief Executive Dennis Anthony Uy reaffirmed the fiber provider’s hardline stance against illicit material that targets vulnerable demographics. To enforce these restrictions, Converge is aligning its efforts with key government bodies, including the Department of Information and Communications Technology, the National Telecommunications Commission, the Cybercrime Investigation and Coordinating Center and the Philippine National Police, alongside international groups such as the Internet Watch Foundation.
