Pasay City will enforce phased road closures around the Cultural Center of the Philippines (CCP) and Philippine International Convention Center (PICC) complex from October 24 through November 20, 2026, as Metro Manila prepares to host the 49th ASEAN Summit.
According to the Pasay Traffic and Parking Management Office, partial closures will run from October 24 to November 9,before transitioning to full road blockades from November 9 to 20 across key arteries including J.W. Diokno Boulevard,Atang Dela Rama Street, Pedro Bukaneg Street and Vicente Sotto Street. City officials advised commuters and motorists to avoid Macapagal Boulevard, the World Trade Center corridor and portions of Roxas Boulevard due to anticipated heavy traffic jams.
To ensure smooth transit for international delegates, designated bus lanes will temporarily serve as dedicated ASEAN lanes. Employees working within the restricted security zones will be granted access upon presenting valid company identification cards.
Complementing local traffic measures, regional agencies have enacted broader restrictions across Metro Manila. The Metropolitan Manila Development Authority (MMDA) announced a total moratorium on road excavations from November 1 to midnight of December 23 to prevent congestion during the summit and holiday shopping rush. Additionally, the MMDA has suspended permits for fun runs, motorcades and public processions from October 24 to November 20.
To bolster event security and reduce traffic volume, Malacañang has declared November 16 to 18 as special non-working days across the National Capital Region. Motorists are advised to plan alternative routes and allot significant extra travel time throughout the nearly month-long traffic scheme.
