MMDA Launches NCAP Violation, Payment System on eGovPH App

The Metropolitan Manila Development Authority (MMDA), in partnership with the Department of Information and Communications Technology (DICT), has launched the MMDA Non-Contact Apprehension Policy (NCAP) Online Violation and Payment System on the eGovPH Super App.

The integration gives motorists a more secure, accessible, and centralized platform to check and manage traffic violations.

The launch was led by MMDA Chairman Atty. Don Artes, together with DICT Secretary Henry Aguda, DICT Undersecretary for eGovernment David Almirol Jr., Assistant Secretary Maria Victoria Castro, and representatives from transport network vehicle service (TNVS) groups.

Artes said the integration supports President Ferdinand Marcos Jr.’s digitalization agenda by making government services more accessible through a unified digital platform.

He noted that the MMDA’s MayHuliKa website has recorded more than 15 million site visits, over 11 million traffic violation checks, and 2.7 million unique users, showing the growing public use of digital government services.

Aguda said the initiative is aligned with the administration’s goal of ensuring that no Filipino is left behind in the country’s digital transformation by providing faster, more affordable and more secure public services.

Almirol reported that the eGovPH Super App has reached 60 million downloads, 55 million verified users, and 955 million transactions.

He said the NCAP integration was completed after six months of collaboration between the technical teams of the MMDA and DICT.

The agencies assured the public that all transactions on the platform are protected by 24/7 cybersecurity monitoring and encrypted data transmission to safeguard users’ personal information.

With the system now active, motorists can check their NCAP violation records, view apprehension details, monitor payment status, and access related services anytime through the eGovPH Super App.
