Volunteer emergency responders were recognized for their vital role in disaster response, emergency communication, and community assistance during the 37th Regional Emergency Assistance Communications Team (REACT) National Convention in Davao City.
The gathering, held on May 23 in Barangay Angliongto, brought together around 250 delegates from REACT chapters across the country. REACT Philippines, Inc. is a nationwide civic organization composed of volunteers who help communities during calamities, disasters, accidents, and other emergencies, particularly by strengthening communication and coordination on the ground.
The convention highlighted the growing need to support volunteer responders and improve the country’s disaster preparedness systems, especially as communities continue to face typhoons, floods, fires, earthquakes, and other hazards.

During the event, the work of REACT volunteers was described as a form of public service that requires discipline, courage, compassion, and sacrifice. Volunteers were praised for giving their time and skills without expecting anything in return, often serving as a crucial link between affected communities, rescue teams, and local authorities during emergencies.
The event also renewed calls for safer and more permanent evacuation facilities nationwide.
Republic Act No. 12076, or the Ligtas Pinoy Centers Act, mandates the establishment of permanent, safe, and disaster-resilient evacuation centers across the country. Under the law, the National Disaster Risk Reduction and Management Council (NDRRMC) will determine priority areas, the Department of Public Works and Highways (DPWH) will handle construction, and local government units will operate the facilities.
Advocates said dedicated evacuation centers would help ensure that displaced families are not forced to stay in unsuitable or overcrowded facilities during disasters. These centers are expected to provide safer, cleaner, and more resilient temporary shelters for families affected by calamities.
The need for stronger disaster response was also linked to other proposed measures, including the creation of a Department of Disaster Resilience, rental housing support for informal settlers and disaster victims, and hazard pay for disaster personnel.
The role of firefighters and emergency personnel was also emphasized through the Bureau of Fire Protection Modernization Act, which seeks to strengthen the Bureau of Fire Protection through additional equipment, personnel, specialized training, and public education campaigns on fire prevention.
Senator Christopher “Bong” Go, who attended the convention, said volunteer responders play an important role in helping Filipinos during emergencies.
“Hindi biro ang pagiging isang volunteer. It requires time, sacrifice, discipline, courage, and compassion,” Go said.
He also underscored the importance of having proper evacuation centers, saying disaster-affected families should have access to safe, clean, and dedicated facilities.
“Dapat meron tayong maayos, malinis, at dedicated na evacuation center,” he said.
The convention also encouraged young Filipinos to take part in volunteerism, community service, and humanitarian work, stressing that even small acts of service can make a meaningful difference during emergencies.
For REACT members, the gathering served not only as a national convention but also as a reminder of their continuing role in protecting lives, supporting communities, and helping build a stronger disaster response network across the country.
