BIR sets five-year accreditation, annual reviews for electronic invoicing providers

The Bureau of Internal Revenue (BIR) has introduced new accreditation rules for Electronic Invoicing Service Providers, requiring companies to secure formal approval from the agency before offering their electronic invoicing systems to the commercial market.

BIR Commissioner Charlito Martin Mendoza led an information session for prospective applicants to outline the mandatory requirements and compliance procedures established under the updated regulatory framework.

Pursuant to Revenue Memorandum Circular No. 110-2026, all electronic invoicing service providers must obtain official accreditation from the BIR prior to marketing or selling their systems to taxpayers nationwide.

The regulations took effect immediately, granting successful applicants an accreditation valid for five years, contingent upon annual review and evaluation by the tax bureau.

Under the guidelines, accredited providers are mandated to charge reasonable service fees, maintain robust taxpayer data protection measures, and guarantee uninterrupted taxpayer access to electronic records.

The standards are intended to regulate service quality among providers while safeguarding business data and ensuring perpetual access to official financial logs.

In line with the rollout, the BIR established December 31, 2026, as the mandatory compliance deadline for all covered taxpayers required to transition to electronic invoicing systems.

The bureau stated that the updated accreditation rules form part of its broader initiative to standardize digital invoicing solutions and enhance overall adherence to tax administration policies.
