The House prosecution panel presented financial analyses indicating annual discrepancies ranging from P66 million to P98 million between the Statements of Assets, Liabilities, and Net Worth (SALNs) of Vice President Sara Z. Duterte and the financial assets linked to her and her husband, lawyer Manases Carpio, from 2022 to 2025.
Speaking during a pre-trial press conference, impeachment adviser and spokesperson Robert Ace Barbers stated that comparative analysis of bank records, investments, and personal property declarations revealed significant material omissions in the Vice President’s official filings.
” Bank records and testimony show that the SALN declarations are all false. Bakit false, because hindi fully and truthfully declared ang mga material information doon sa SALN,” Barbers said.
According to the prosecution’s summary, the calculated undeclared asset gaps reached over P80 million in 2022, over P98 million in 2023, over P66 million in 2024, and over P70 million in 2025.
Barbers noted that across all four examined SALNs, the Vice President listed zero cash on hand or cash in bank, reporting assets only under generalized” Others” or” Various” entries that were insufficient to cover the verified bank balances alone.
” Sa lahat ng SALN ni VP Sara, wala siyang idineklarang cash on hand o cash in bank,” Barbers said, adding that even if all listed personal properties were treated as liquid cash, substantial multi-million-peso discrepancies remained each year.
The prosecution identified 29 active bank accounts across eight financial institutions including Land Bank of the Philippines, BDO, BPI, PNB, Metrobank, Security Bank, PSBank, and Asia United Bank with combined year-end balances peaking at over P71 million in 2023.
Presenting a second set of figures from seven insurance and investment entities, prosecution spokesperson Zia Alonto Adiong highlighted unlisted financial products totaling P35.2 million in 2022, P35.9 million in 2023, P59.6 million in 2024, and P54.4 million in 2025.
” Kung natatandaan natin, hindi po ito naideklara sa kanilang SALN,” Adiong noted.” Remember, ang mga investment plans ay considered to be an asset.”
The prosecution panel also separately identified two real estate properties owned by Carpio, a Kembali Coast property in Samal purchased for P3.45 million in 2018 and a Matina, Davao City property acquired for P6 million in 2024 which marked no matching entries in the corresponding SALNs.
The panel stated that these initial findings remain subject to further formal presentation and validation by financial experts during the open trial proceedings.
