Airfares May Drop as CAB Lowers Fuel Surcharge to Level 8

Air passengers may pay lower fares from July 16 to 31 after the Civil Aeronautics Board reduced the fuel surcharge to Level 8 amid declining global jet fuel prices.

The new rate is lower than the Level 9 surcharge imposed from July 1 to 15.

Under Level 8, domestic passenger surcharges may range from ₱253 to ₱787, depending on the route.

For international flights, airlines may impose surcharges ranging from ₱835.05 to ₱6,208.98 per passenger.

Cargo surcharges may range from ₱1.30 to ₱3.80 per kilogram for domestic flights and ₱4.29 to ₱131.92 per kilogram for international routes.

The CAB is currently reviewing and implementing fuel surcharge levels every 15 days instead of following the usual monthly cycle.

The temporary system allows the agency to respond more quickly to fuel price movements and limit their impact on passengers and airline operations.

Airlines that intend to collect a fuel surcharge must apply with the CAB and may not charge above the prescribed Level 8 rates.

Fuel surcharges are optional fees used by carriers to recover part of their fuel expenses.

Data from the International Air Transport Association showed that global jet fuel prices averaged $119.13 per barrel as of July 3, down 7.8 percent from the previous month.
