Then and Now: Cebu at the Heart of the ASEAN Community

Nearly two decades after helping lay the foundation for a more integrated Southeast Asia, Cebu is once again stepping into a pivotal role as regional leaders gather for the 48th ASEAN Summit—reaffirming the island’s enduring significance in shaping the bloc’s shared future.

Set to host the summit on May 8, Cebu is revisiting its historic contribution to the Association of Southeast Asian Nations, having previously hosted the landmark 2007 summit where leaders signed the Cebu Declaration on the Acceleration of the Establishment of an ASEAN Community.

According to Ma. Hellen De La Vega, director-general of the National Organizing Council for ASEAN 2026, the declaration marked a turning point for the region, accelerating efforts to build a unified ASEAN community anchored on three key pillars: economic integration, political-security cooperation, and socio-cultural development.

The agreement led to the establishment of the ASEAN Economic Community, ASEAN Political-Security Community, and ASEAN Socio-Cultural Community, with the latter formally realized in 2015.

De La Vega noted that the Philippines played a key role in advocating for the inclusion of the socio-cultural pillar, driven largely by concerns over the welfare of migrant workers across the region.

She added that this push contributed to the adoption of the ASEAN Consensus on the Promotion and Protection of the Rights of Migrant Workers in 2017, strengthening regional cooperation on labor and human rights issues.

As Cebu prepares to host this year’s summit, attention shifts to present-day challenges facing the region. Leaders are expected to address pressing concerns such as energy and food security, as well as the safety of ASEAN nationals abroad, particularly amid tensions in the Middle East where many Southeast Asians are employed.

Organizers said heightened security measures will be implemented throughout the summit period, including tighter controls in key areas and possible traffic disruptions. Authorities have appealed to the public for patience and cooperation as Cebu once again takes center stage in advancing ASEAN’s collective agenda.
