Palace Prescribes Playing of ASEAN Song After National Anthem in Official Ceremonies

Malacañang has directed government agencies and encouraged local government units (LGUs) and private schools to include the ASEAN 2026 theme song, “One Vision, One Ocean,” in official ceremonies during the country’s chairmanship of the regional bloc.

Under Memorandum Circular No. 117, Executive Secretary Ralph Recto ordered the playing of the ASEAN theme song immediately after the national anthem, Lupang Hinirang, during flag-raising ceremonies and other official events.

The circular, signed on March 31 and published in the Official Gazette on April 28, also mandates the use of official music videos for both Lupang Hinirang and the ASEAN theme song to promote patriotism and regional solidarity.

All national government agencies, government-owned and -controlled corporations, and public and private educational institutions are required to incorporate the official music video of the national anthem during weekly flag ceremonies and state functions. LGUs are likewise encouraged to adopt the practice.

During the Philippines’ ASEAN chairmanship in 2026, agencies and institutions are also directed—while LGUs are encouraged—to play the ASEAN theme song during flag ceremonies and ASEAN-related events.

The Presidential Communications Office (PCO) has been tasked to oversee the dissemination and implementation of the official music videos nationwide.

The directive takes effect immediately, in line with Republic Act No. 8491, or the Flag and Heraldic Code of the Philippines, which requires regular flag ceremonies in government offices and schools.

The move forms part of preparations for the Philippines’ ASEAN chairmanship in 2026, following its confirmation during the 43rd ASEAN Summit.

Cebu will host the 48th ASEAN Leaders’ Summit from May 7 to 8, with local officials saying security, traffic, and venue arrangements are already in place.

President Ferdinand Marcos Jr., as ASEAN Chair for 2026, will join leaders from the 10 member states during the summit.

Cebu Governor Pamela Baricuatro said preparations are well underway, with security measures about 80 percent complete and emergency systems on heightened alert.

“We in Cebu, we are ready,” Baricuatro said, noting that rehearsals and dry runs will be conducted ahead of the arrival of foreign leaders and delegates.

The summit will feature key events, including the Opening Ceremony, plenary and retreat sessions, and the BIMP-EAGA Summit.

Officials said Cebu’s hosting underscores its role as a key diplomatic and economic hub in the region.
