The Armed Forces of the Philippines (AFP) on Friday stood by its recent military operation in Toboso, Negros Occidental, describing it as a lawful and intelligence-driven encounter, and likewise called on the public to base criticisms on verified information following protests condemning the incident.
In a statement, the AFP emphasized its respect for the public’s right to peaceful assembly and freedom of expression, but urged demonstrators to exercise these rights responsibly and avoid spreading misinformation.
The military maintained that the operation in Toboso targeted members of the New People’s Army (NPA), whom it described as posing threats and intimidation to local communities. According to the AFP, the encounter resulted in the deaths of 19 alleged NPA fighters and the recovery of 24 firearms, which it said underscored the legitimacy of the combat operation.
Addressing claims raised during protests labeling the incident as a “massacre,” the AFP rejected the characterization, insisting that government troops engaged armed combatants, not civilians. It also denied allegations that farmers, students, or other non-combatants were targeted, stressing that the operation adhered to established Rules of Engagement and International Humanitarian Law, with civilian protection as a priority.
The military likewise pushed back against accusations of militarization in rural communities, saying its presence is mandated to protect residents and respond to security threats, often based on reports from the communities themselves.
On concerns about forced evacuations, the AFP said these were preventive measures carried out in coordination with local government units to ensure civilian safety during the firefight. It added that affected families have since returned to their homes.
The AFP also defended broader government peace initiatives, including efforts linked to counterinsurgency programs, saying these aim to address the root causes of armed conflict through reintegration and development, not repression.
Finally, the military dismissed allegations of indiscriminate firing, calling them “false and misleading,” and reiterated that troops engaged in a running gun battle with armed insurgents, not civilians.
The AFP concluded by urging the public to contribute to “truth-based discourse” that promotes accountability, safeguards communities, and supports long-term peace efforts.
