PH leads ASEAN drive for responsible AI in healthcare

Artificial intelligence could soon reshape how Southeast Asia diagnoses diseases, conducts medical research and delivers healthcare, with the Philippines taking the helm of a regional effort to establish ethical guardrails and safety standards for the emerging technology.

Through the Department of Science and Technology (DOST), the country is leading ASEAN member states in drafting a unified framework for AI in health science and technology, placing patient safety, regulatory ethics and inclusive innovation at the core of regional policy.

The initiative gained momentum during the second regional meeting of the ASEAN Working Committee on Artificial Intelligence for Health Science and Technology, hosted from September 28 to 29 at the Grand Westside Hotel in Manila and De La Salle University’s Laguna campus.

Building on an initial virtual session on September 7, the hybrid gathering convened delegates from all 11 ASEAN member states alongside health, technology and governance officials. Key outcomes included validating a regional AI readiness assessment and drafting a Regional Plan of Action covering AI research, governance, workforce upskilling and institutional capacity.

Policy recommendations are slated for submission to the ASEAN Committee on Science, Technology, and Innovation (COSTI) for endorsement in the fourth quarter of 2026. The framework directly supports the ASEAN Responsible AI Roadmap 2025–2030 and the ASEAN Plan of Action on Science, Technology and Innovation 2026–2035.

While the framework remains in the policy development phase rather than immediate clinical deployment, officials highlight its long-term potential for domestic healthcare, particularly in underserved and geographically isolated areas where AI tools could assist in interpreting diagnostic imagery, disease surveillance and telemedicine support.

However, DOST officials noted that domestic challenges such as unequal medical access, digital infrastructure gaps and stringent patient data privacy requirements must be resolved alongside clinical validation.

DOST Secretary Renato Solidum Jr. emphasized that the Philippines’ leadership in crafting the action plan aligns with Priority Economic Deliverable No. 14 under the country’s 2026 ASEAN Chairship.

“The Philippines’ leadership in developing a Regional Plan of Action reflects its commitment to ensuring that artificial intelligence strengthens healthcare systems while remaining ethical and inclusive,” Solidum said, adding that lessons learned from the health sector could eventually serve as a blueprint for AI regulation in energy, agriculture and industry across ASEAN.

The initiative is supported by the Economic Research Institute for ASEAN and East Asia (ERIA) as a funding partner, with technical consultancy provided by the Foundation for Advancement of Clinical Epidemiology (FACE).
