A standardized system for issuing and verifying identification cards for persons with disabilities is now officially in place following the issuance of Administrative Order No. 001, s. 2026 by the National Council on Disability Affairs (NCDA).
Titled the “Institutionalization and Implementation of a Unified Persons with Disabilities Identification System,” the new administrative order establishes clear rules for issuing and verifying cards, backed by a single nationwide database to ensure only qualified individuals receive them.
Under the new system, the digital Unified Persons with Disabilities Identification System (UPWDIS) creates a secure, centralized database designed to prevent fraud and stop the spread of fake or duplicate IDs. Officials say the reform aims to uphold the dignity, rights and legally mandated benefits of persons with disabilities while ensuring fair and secure access to social services, educational support, and community programs.
Every Unified ID will feature a unique QR code, allowing merchants, service providers and authorities to instantly validate a cardholder’s eligibility for statutory discounts and privileges.
Local Government Units (LGUs) hold primary responsibility for processing applications, issuing approvals, and delivering physical cards through their respective Persons with Disability Affairs Offices (PDAO) or City/Municipal Social Welfare and Development Offices (C/MSWDO). For individuals who prefer or require a physical copy, local offices can print the digital ID upon request.
To ensure no eligible citizen is left behind, the order directs local governments to conduct mobile registration drives in Geographically Isolated and Disadvantaged Areas (GIDAs). Assisted registration services will also be available for individuals unable to visit physical registration centers due to mobility or health constraints.
The nationwide implementation follows a successful pilot program launched in September 2025, which saw local municipal workers undergo comprehensive system training.
Integration efforts across local governments have advanced rapidly over the past year. As of September 2026, a total of 959 LGUs have completed training and successfully linked their local registries to the main UPWDIS portal.
To complete nationwide synchronization, the NCDA will execute a coordinated rollout across key provinces in Luzon and the Visayas from September through mid-October 2026.
Persons with disabilities eligible for the card are advised to coordinate directly with their local PDAO or C/MSWDO to apply or register under the unified system.
