The welfare, compensation and career advancement of public school teachers take center stage in the proposed P975.96 billion budget for the Department of Education (DepEd) in 2027, according to the Department of Budget and Management (DBM).
Under the proposed National Expenditure Program, P61.02 billion in additional funding will be funneled into Personnel Services. This covers the implementation of the fourth and final tranche of government salary adjustments under Executive Order No. 64.
For entry-level educators holding a Teacher I position (Salary Grade 11), basic monthly pay will rise to P33,387 in 2027, up from P31,705 in 2026.
Alongside salary adjustments, the DBM confirmed that P38.78 billion has been allocated specifically for personnel benefits. More than one million teaching and teaching-related personnel will continue to receive the annual P10,000 teaching allowance.
To address long-standing professional promotion bottlenecks, P12.09 billion has been earmarked to support the Expanded Career Progression (ECP) System. The DBM projects that over 135,000 teachers will benefit from position reclassification under the program.
The proposed 2027 allocation also finances targeted teacher training programs and the creation of non-teaching items aimed at relieving instructors of administrative burdens.
The DBM emphasized that strengthening compensation and professional support systems is intended to allow teachers to concentrate fully on their primary role: teaching and mentoring students.
