The Department of Budget and Management (DBM) has approved the release of P8.68 billion to cover salary differentials for 93,344 Department of Education (DepEd) personnel whose positions were reclassified under the Expanded Career Progression (ECP) System.
According to the DBM, the funds will address the 2025 and 2026 implementation requirements for qualified personnel who have already been issued Notices of Organization, Staffing and Compensation Action (NOSCA) and official appointments.
The release will be charged against DepEd’s 2026 built-in Personnel Services (PS) lump-sum appropriations, following the funding strategy approved by the budget department.
To expedite distribution, DBM Regional Offices will facilitate the release of the funds directly to DepEd regional offices to ensure the timely payout of salary adjustments.
“This P8.68-billion release means more than 93,000 qualified public school personnel can receive the compensation that comes with their reclassified positions,” Budget Secretary Kim Robert de Leon said in a statement.
The ECP System was established to allow public school teachers to advance professionally and earn higher compensation without being forced to transition into administrative roles, enabling them to remain on the classroom teaching track.
The administration is set to scale up funding for the program in the coming years. The proposed 2027 national budget allocates P12.09 billion for the ECP System , a P5.94 billion increase from its 2026 funding level, to support ongoing teacher reclassification and career advancement across the country.
The DBM emphasized that the continuous funding aims to ensure that professional growth among public school personnel is consistently matched with appropriate recognition and compensation.
