Marcos Orders Faster Development Of Sangley Point International Airport

President Ferdinand R. Marcos Jr. has directed government agencies to accelerate the development of the Sangley Point International Airport (SPIA) project in Cavite.

Under Administrative Order (AO) No. 44, Marcos called for streamlined administrative processes and closer coordination among national agencies, the Provincial Government of Cavite and private sector partners to prevent delays.

“There is a need to enhance coordination of various government agencies, local government units (LGUs) in the province of Cavite, and private sector partners, and streamline regulatory and administrative processes, in order to ensure the timely completion of the SPIA,” the AO stated.

To drive execution, AO 44 establishes a Joint Technical Working Group (JTWG) co-chaired by the Department of Transportation (DOTr) and the Philippine Reclamation Authority (PRA). The panel includes representatives from the DENR, DND, DILG, DOJ, CAAP and Cavite’s provincial government to resolve regulatory bottlenecks and monitor environmental compliance for reclamation works.

Under the framework, the DOTr will provide overall policy guidance and integrate SPIA into the broader air transport network, while CAAP will oversee technical and safety standards. The PRA and DENR will supervise reclamation components and monitor marine protection.

The JTWG is mandated to submit quarterly progress reports directly to the Office of the President. AO 44 takes effect immediately upon publication.
