President Ferdinand R. Marcos Jr. reaffirmed the government’s commitment to strengthening the country’s maritime education and training system to ensure Filipino seafarers remain globally competitive and protected amid changing international standards and emerging security challenges.
Speaking during the commencement exercises of the Philippine Merchant Marine Academy (PMMA) SALIGHIRANG Class of 2026 in Zambales, Marcos said the administration has implemented reforms aimed at protecting the global employability of Filipino seafarers.
“We strengthened maritime education and training, improved certification systems, upgraded facilities and equipment, and worked closely with our international partners to ensure that Philippine standards continue to meet global expectations,” Marcos said during the ceremony held at the PMMA Grandstand in Barangay Natividad, San Narciso.
“Through these efforts, we will continue to safeguard the global employability of Filipino seafarers. At the same time, we will uphold the highest international standards in our maritime education, training, and certification system,” he added.
The President recalled that the country’s maritime education and certification system previously faced a major challenge that threatened the employment of thousands of Filipino seafarers.
“Not too long ago, our maritime education and certification standards came under a serious challenge,” Marcos said.
He noted that the livelihoods of around 50,000 Filipino seafarers working aboard European Union-registered vessels were placed at risk due to concerns over compliance with international standards.
“We could not allow the future of our Filipino seafarers to be placed at risk. That is why your government acted immediately,” he said.
Marcos emphasized that the government’s responsibility goes beyond meeting global requirements, saying the welfare and safety of Filipino seafarers remain a priority, especially those deployed in conflict-affected areas.
He cited Filipino seafarers working in parts of the Middle East and assured them that the government remains ready to provide assistance.
“Your government will always be within reach, ready to help,” the President said.
Addressing the PMMA graduates, Marcos said their diplomas represent the trust and confidence placed by the global maritime industry in Filipino seafarers.
“Kaya sa inyo, sa ating mga nagtapos: kayo ang ilaw na susundan ng iba,” Marcos said.
He urged the new maritime officers to carry the values instilled by the academy as they begin their careers.
“Wherever the sea takes you, whether you serve under the Navy’s flag, guard our shores, or fly our colors as merchant marine officers, never forget to bring that light with you,” he said.
The President also reminded the graduates to demonstrate professionalism and strong character throughout their journey.
“Carry yourselves with competence, lead with humility, and serve with integrity,” Marcos said.
“As you sail across the globe, know that you have with you the hopes of your families, the lessons imparted by the Academy, and the support of a nation that believes in you,” he added.
