PNP Supports Liability Measures Against Negligent Gun Owners

The Philippine National Police (PNP) expressed support for legislative efforts seeking to hold firearm owners accountable if they fail to properly secure their weapons, especially in households with minors.

PNP Chief Police General Jose Melencio C. Nartatez Jr. said firearm ownership is a privilege that carries the responsibility of ensuring that guns are safely stored and kept away from unauthorized users, particularly children.

“Gun ownership is a privilege that comes with a big responsibility that also includes ensuring that firearms are kept safe and well-secured. This privilege should not be given to people who are not capable of meeting gun ownership conditions,” Nartatez said.

The PNP chief emphasized that while firearms serve as tools for self-defense and home protection, they can pose serious risks when they fall into the wrong hands.

He said this is why the PNP continues to intensify its campaign against loose firearms and promote responsible gun ownership.

Nartatez cited the recent shooting incident at a school in Tacloban City as an example of the dangers posed by unsecured firearms, where three students were killed and 20 others were injured.

“We in the PNP fully trust the wisdom of lawmakers on the proposed measure pushing for the liability of gun owners who are residing with minors and failed to secure their weapons,” he said.

The PNP issued the statement as lawmakers deliberate on House Bill No. 10058, which seeks to impose liability on gun owners living with minors if they fail to properly secure their firearms.

Under the proposed measure, firearm owners would be required to store their weapons in tamper-resistant safes. Violators may face civil liability and possible revocation of their firearm licenses.

The bill also mandates the PNP Firearms and Explosives Office to verify compliance through periodic inspections and firearm license renewal procedures.

The proposed legislation gained attention following the fatal shooting incident at a school in Tacloban City, prompting calls for stricter firearm storage requirements and greater accountability among gun owners.

Nartatez said the PNP is ready to provide technical recommendations to lawmakers to help refine the measure in line with the directives of President Ferdinand “Bongbong” Marcos Jr. and DILG Secretary Jonvic Remulla to promote responsible gun ownership and prevent unauthorized access to firearms.

“The PNP is ready to make the necessary recommendations if needed by the authorities,” Nartatez said.
