The Philippine National Police (PNP) intensified its campaign against insurgency and illegal drugs after two Communist Terrorist Group (CTG) members surrendered and a High-Value Individual (HVI) was arrested in separate operations in Northern Samar and Samar from July 10 to 11, 2026.
On July 10, various police units facilitated the voluntary surrender of alias “Tony,” a 30-year-old farmer from Victoria, Northern Samar.
The following day, police personnel assisted in the surrender of alias “Vincent,” a 27-year-old farmer from Silvino Lubos, Northern Samar.
The two former CTG members are undergoing documentation and assessment before their enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), which helps former rebels reintegrate into mainstream society.
In a separate operation on July 11, police arrested alias “Jact,” a 48-year-old man classified as an HVI, during a buy-bust operation in Barangay San Andres, Catbalogan City, Samar.
Authorities seized seven heat-sealed transparent plastic sachets containing suspected shabu. The confiscated items were properly marked and inventoried in the presence of the required witnesses.
Appropriate criminal charges are being prepared against the suspect.
The PNP said the operations support its campaign, which seeks to sustain law enforcement efforts against insurgency and the illegal drug trade while protecting communities.
PNP Chief Police General Jose Melencio Nartatez Jr. commended the operating units for their continued efforts to maintain peace and security.
The PNP said the surrender of the former CTG members and the arrest of the HVI reflected its continuing commitment to addressing security threats through focused law enforcement operations and community engagement.
