Bicol Lawmaker Urgers Stronger Protection, Guidance For Students Amid Violent Incidents

Amid recent violent incidents involving students across the country, Ako Bicol Party-list Rep. Jan Chan stressed the urgent need to bolster safety, guidance, and support systems for Filipino learners.

Chan, Vice Chairperson of the House Committee on Basic Education and Culture, emphasized that child protection requires the combined efforts of families, schools, communities, and other institutions.

“Recent incidents involving our youth are alarming. They remind us that ensuring the safety and proper development of children is a shared responsibility of the family, the school, the community, and society as a whole,” Chan said.

The lawmaker called on schools to regularly review and strengthen safety protocols and emergency response measures, while fostering an environment where students feel secure, respected, and comfortable seeking help.

Highlighting the critical role of parents, Chan said the values learned at home provide the strongest foundation for a child. “The first lessons in discipline, respect, and proper conduct begin at home. Open communication is equally vital so that any issues a child may face are noticed early,” he added.

Recognizing the growing influence of digital technology, Chan urged parents and schools to collaborate in promoting responsible online behavior, shielding students from harmful content, cyberbullying, and other online threats.

He also advocated for stronger guidance and counseling programs, wider access to mental health services, and expanded psychosocial support for students.

“It is not enough for schools to be safe. Every student must feel that there are people ready to listen, support, and guide them. Protecting our children starts at home and is reinforced by schools and the wider community,” Chan said.
