The Philippine National Police (PNP) on Wednesday underscored the need for a balanced approach in addressing school-related incidents involving minors, stressing the dual priorities of accountability and child protection amid renewed public concern over youth violence and safety in schools.
The PNP Women and Children Protection Centre reported that 1,275 school-related incidents involving Children in Conflict with the Law (CICL) were recorded nationwide from 2022 to 2025. The figures peaked in 2023 with 395 cases, followed by 345 in 2024, 325 in 2025, and 210 in 2022.
Authorities said the cases were resolved or processed through a range of legal and social interventions. Of the total, 279 cases were filed in court, 323 remain under preliminary investigation, 221 were settled amicably, and 52 were referred to social welfare agencies for intervention and assistance.
The data also showed that 119 cases were dismissed, while 272 incidents were closed after complainants or victims opted not to pursue charges. The PNP said the figures reflect the complex circumstances surrounding cases involving minors, many of which require both legal action and rehabilitation-based interventions.
The police force emphasized that while enforcement remains necessary, many cases involving minors require early intervention, family support, and community-based programs to prevent repeat offenses and support rehabilitation.
It also noted that the overwhelming majority of Filipino children remain law-abiding, but repeated incidents in some schools highlight the need for closer coordination among parents, schools, local governments, social welfare agencies, and law enforcement.
The PNP said discussions on the proposed adjustment of the Minimum Age of Criminal Responsibility (MACR) should be viewed within a broader policy framework that includes child protection, rehabilitation, and public safety. The measure remains under legislative review.
PNP Chief Police General Jose Melencio Nartatez Jr. said the organization will respect whatever law Congress enacts on the matter and ensure proper implementation in line with legal procedures and human rights standards.
He added that youth accountability must be paired with stronger preventive and support systems involving families, schools, and communities to address risks before they escalate into criminal behavior.
The PNP said it continues to strengthen coordination with education authorities, local government units, and social welfare offices to improve safety in learning environments as part of its crime prevention strategy.
It added that under the administration of President Ferdinand Marcos Jr., the police force remains committed to ensuring that schools remain safe spaces for learning while maintaining a framework that balances enforcement, rehabilitation, and due process.
